IPOC doesn't staff a general phone line: email is the fastest way to reach a real person, and it's monitored by volunteers who can point you to the right instructor or officer.

Anyone who witnesses aggressive dog behavior at IPOC must immediately notify the Class Instructor or person in charge, who reports it to the Training Director: and from there, to the Officers and Board of Directors.
If a dog is judged an immediate threat, the Training Director, Class Instructor, or person in charge may require the handler to remove the dog from the facility until the Training Director and Officers/Board decide on further action.
Anyone reporting an incident completes an Incident Report form, available in the front office, and submits it to the Training Director. The Board reviews every report, keeps it on file, and sends the dog's owner a written summary of any recommendations.
